Human Rights Group Petitions Police Over Alleged Assault of Two-Year-Old Girl in Asaba

Ontop Cares Human Rights Organization has petitioned the Area Commander, Asaba Area Command of the Nigeria Police Force, seeking an immediate investigation into the alleged abuse, assault and attempted murder of a two-year-old girl, Blessing Obi.

The petition, dated August 27, 2026, was signed by the organisation’s Director-General, Comrade Ajemba Stanley, and accused the child’s biological father, Mr. Obi Lotachukwu Kennedy, of allegedly subjecting her to violent treatment.

The group said it was in possession of evidence supporting the allegations and was prepared to make the materials available to the police for examination and investigation.

According to the petition, the allegations include physical assault and child abuse, infliction of injuries, acts capable of causing grievous bodily harm and conduct that allegedly placed the child’s life and safety in serious danger.

The group also said the available evidence raised concerns about a possible case of attempted murder, while noting that other offences could emerge during a full investigation.
Expressing concern over the age and vulnerability of the alleged victim, the group urged the police to take immediate measures to protect the child from further harm.

They called on the police to invite and question the suspect, arrange for the child to undergo a medical examination where necessary, obtain statements from relevant witnesses and preserve available photographs, videos, medical records, messages and other evidence.

The group further requested that the matter be referred to the appropriate Criminal Investigation Department and/or the Juvenile, Women and Children (JWC)/Gender-Based Violence Unit for specialised investigation.

They urged the police to charge the suspect before a court of competent jurisdiction if the investigation establishes sufficient evidence of criminal wrongdoing.

The group also appealed to the police to keep it informed of the progress of the investigation, subject to applicable confidentiality requirements.

Ontop Cares Human Rights Organization said its primary concern was the safety and well-being of the child and maintained that being the child’s biological parent did not justify violence or abuse.

The organisation pledged to cooperate with the Nigeria Police Force and provide the evidence in its possession to assist the investigation.

The petition urged the Area Command to treat the matter with urgency and ensure that appropriate action is taken in accordance with the law.

The Petition reads:

SUBJECT: PETITION FOR IMMEDIATE INTERVENTION, INVESTIGATION AND APPROPRIATE LEGAL ACTION AGAINST MR. OBI LOTACHUKWU KENNEDY OVER THE ALLEGED ABUSE, ASSAULT, GRIEVOUS HARM AND ATTEMPTED MURDER OF HIS TWO-YEAR-OLD DAUGHTER, BLESSING OBI

Dear Sir/Ma,

I write in my capacity as the Director-General of Ontop Cares Human Rights Organization to formally petition your office over the disturbing and serious acts of violence perpetrated against Blessing Obi, a two-year-old child, allegedly by her biological father, Mr. Obi Lotachukwu Kennedy.

The victim, Blessing Obi, is only two (2) years old and, by virtue of her age, is completely dependent on adults for her safety, care and protection. It is therefore deeply concerning that the person alleged to have subjected her to violent and harmful treatment is reportedly her own father, who ordinarily has a responsibility to protect and care for her.

This matter is not based merely on hearsay. Our organization is in possession of evidence supporting the complaint, which can be made available to the Police for examination and investigation.

PARTICULARS OF THE COMPLAINT

The evidence and information available to our organization concern serious acts against the two-year-old child, Blessing Obi, including:

1. Physical assault and child abuse;

2. Infliction of physical injuries and/or bodily harm upon the child;
Acts of violence capable of causing grievous bodily harm;

4. Conduct which placed the life and safety of the two-year-old child in serious danger; 5. Conduct which, based on the evidence available, raises a serious case of attempted murder; and

6. Other offences which may be disclosed during the course of a full investigation.

The fact that the victim is only two years old makes the circumstances particularly grave. A child of this age cannot reasonably protect herself, report abuse independently or escape a dangerous environment without adult intervention.

URGENT REQUEST FOR PROTECTION

In view of the circumstances, we respectfully request that your office take immediate steps to ensure the safety and protection of Blessing Obi pending the conclusion of investigations.

We particularly request that:

1. Mr. Obi Lotachukwu Kennedy be invited and questioned concerning the allegations;

2. The child be protected from any further physical abuse, intimidation or potential harm;

3. The child be medically examined and a medical report obtained where necessary;

4. Statements be obtained from relevant witnesses and persons with knowledge of the incidents;

5. All available photographs, videos, medical records, messages and other evidence be preserved and examined;

6. The matter be referred to the appropriate Criminal Investigation Department and/or Juvenile, Women and Children (JWC)/GBV Unit for specialized investigation;

7. Where the investigation establishes sufficient evidence, the suspect be charged before a court of competent jurisdiction for the appropriate offences; and

8. Ontop Cares Human Rights Organization be duly informed of the progress of the investigation, subject to lawful confidentiality requirements.

HUMAN RIGHTS AND CHILD PROTECTION CONCERN

Sir/Ma, the primary concern of this organization is the life, safety and well-being of the two-year-old child, Blessing Obi.

Being the biological father of the child does not give any person the right to subject her to violence, abuse or treatment capable of causing serious injury or death. A child of two years is particularly vulnerable and requires immediate protection whenever there is credible evidence of abuse or danger.

We therefore appeal to your good office to exercise your authority to ensure that this matter is treated with the highest level of urgency and seriousness.

Ontop Cares Human Rights Organization is ready to submit the evidence in our possession and cooperate fully with the Nigeria Police Force throughout the investigation.

We trust that your office will act promptly to protect Blessing Obi, investigate the circumstances surrounding the alleged abuse and ensure that anyone found responsible is brought before the appropriate court in accordance with the law.
