Oborevwori Seeks Assembly Approval for Revised 2025 Budget to Fund Capital Projects, Pension Arrears

Delta Assembly at the plenary received letter from the Governor, His Excellency Rt. Hon. Sheriff Oborevwori, seeking the approval of the House for a revised 2025 Appropriation Bill.

The Governor's request was contained in a letter read during Tuesday's plenary, presided over by the Deputy Speaker, Rt. Hon. Arthur Akpowowo.

In the letter, Governor Oborevwori sought approval for a revised recurrent expenditure of ₦510,098,436,320 and a revised capital expenditure of ₦669,130,382,399 for the 2025 fiscal year.

According to the Governor, the proposed review became necessary to facilitate the execution of additional capital projects across various communities in the state, with the aim of ensuring balanced development and improving the living standards of Deltans.

He further explained that the revised budget would also provide for the payment of accumulated pension arrears, increased government contributions to the Delta State Health Insurance Scheme, higher debt servicing obligations, and the remittance of 10 percent of the State's Internally Generated Revenue (IGR) to local government councils, which exceeded the initial projection.

The House received the Governor's request through a motion moved by the Leader of the House, Hon. Emeka Emmanuel Nwaobi, and seconded by the member representing Ika North-East State Constituency, Hon. Marilyn Okowa-Daramola.

The revised 2025 Appropriation Bill has been scheduled for second reading at the next adjourned sitting.

Also at plenary, the House Committee on Public Petitions, chaired by Hon. Matthew Omonade, presented its report on the petition alleging the premature retirement of Dr. Richard Amakre from the Delta State Hospital Management Board.

After considering the committee's findings and recommendations, the House unanimously adopted the report, which dismissed the petition for lack of merit.

Similarly, the Joint House Committees on Housing; Women Affairs, Girl Child, Entrepreneurship and Humanitarian Services; the Special Committee on Bills; and serving lawmakers who are legal practitioners, presented their report on the Delta State Landlord and Tenant Bill, 2025.

Presenting the report, the Chairman of the Committee, Hon. Bridget Anyafulu, stated that the committee made several recommendations following extensive consultations with relevant stakeholders.

The House thereafter deferred consideration of the committee's report to July 21, 2026, when it will sit as the Committee of the Whole to deliberate on the bill.
