The Nigeria Union of Journalists (NUJ), Delta State Council, has congratulated the immediate past Governor of Delta State, Senator Dr. Ifeanyi Arthur Okowa, on the occasion of his birthday, describing him as a leader whose administration was defined by humility, accessibility, and responsive governance.
The Union, in a goodwill message jointly signed by the State Council Chairman, Comrade Churchill Oyowe, and the Acting Secretary, Comrade Josephine Omodior, described the former Governor, Senator Okowa's tenure as having a lasting impact on the lives of Deltans through several people-centred policies and reforms.
The statement reads: "Today offers yet another opportunity to celebrate a leader whose tenure as Governor of Delta State from 2015 to 2023 was marked by humility, accessibility, and an uncommon willingness to listen to the yearnings of the people.
"As a listening Governor, Senator Okowa distinguished himself by responding positively to genuine concerns raised by Deltans. One of his most enduring legacies was the abolition of the long-standing career stagnation in the Delta State Civil Service, where many officers had previously retired on Grade Level 16.
"By approving notional promotions to Grade Level 17 at the twilight of his administration, he restored hope, enhanced morale, and rewarded years of dedicated service. That singular decision continues to put smiles on the faces of countless civil servants and their families.
"The Information family in Delta State also remains deeply appreciative of his visionary leadership. His approval for the creation of two additional departments in the Ministry of Information significantly improved the career progression of Information Officers, providing greater opportunities for professional growth and service delivery.
"The NUJ Delta State Council equally remembers with gratitude his approval of the reintroduction of monthly stipends for registered practising journalists in the state, a thoughtful gesture that demonstrated his recognition of the critical role of the media in promoting democracy, good governance, and societal development.
"These and many other people-oriented initiatives have earned Senator Okowa a special place in the hearts of Deltans and will continue to define his legacy for years to come.
"As he celebrates another year of God's faithfulness, we pray that the Almighty grants him sound health, renewed strength, divine wisdom, and many more years of fruitful service to Delta State and Nigeria."
