Delta Assembly Highlights Achievements to Mark Third Anniversary

The Delta State House of Assembly has highlighted numerous achievements to mark its third anniversary as the 8th Assembly.

Briefing journalists in Asaba, the Speaker of the Delta State House of Assembly, and Chairman of Conference of Speakers, Rt. Hon. Dennis Guwor, said the achievements were as a result of the support from members of the 8th House of Assembly and management.

The Speaker said that since the inauguration of the 8th Assembly, the House has remained committed to its constitutional responsibilities of lawmaking, oversight, representation, and partnership in governance for the overall development of the State.

Guwor noted that during the period under review, the House has sustained a cordial, productive, and mutually respectful relationship with the Executive arm of government, while maintaining the sanctity of the doctrine of separation of powers and non-interference.
He said the healthy collaboration has significantly contributed to the successful implementation of the administration's M.O.R.E Agenda, resulting in remarkable infrastructural development across the State.

He expressed confidence that Deltans can attest to the completed and ongoing construction of major flyovers in Uvwie, Warri, Ughelli, and Agbor.

He stressed the unprecedented road networks connecting rural communities to urban centres, the provision of healthcare facilities and quality healthcare services, and the sustained development of the riverine communities and other critical sectors of the State economy.

While listing legislative activities and achievements, the Speaker noted that during the third session of the 8th Assembly, the House received a total of eleven (11) Bills comprising five (5) Executive Bills and six (6) Private Members' Bills.
Out of these Bills, five (5) have been passed by the House. Four (4) have received the assent of the Governor, while one (1) is currently being processed for assent.

He listed the Bills received during the period to include: Delta State Gaming Board Bill, 2025 – Ongoing Consideration; Delta State Landlord and Tenant Bill, 2025 – Ongoing Consideration; Appropriation (Amendment) Bill, 2024 – Passed and Assented to.

Others, he said, include the Delta State Anti-Terrorism and Anti-Cultism (Amendment) Bill, 2025 – Passed and Assented to; Violence Against Persons (Amendment) Bill, 2025 – Ongoing Consideration; HIV/AIDS Hepatitis B/C Anti-Discrimination, Prevention and Protection Bill, 2025 – Ongoing Consideration; Delta State Cybercrime Prohibition and Prevention Bill, 2025 – Ongoing Consideration; Delta State Public Health and Hygiene Bill, 2025 – Ongoing Consideration; Delta State Appropriation Bill, 2026 – Passed and Assented to; Supplementary Appropriation Bill, 2025 – Passed and Assented to; Delta State Revenue Service Bill, 2026 – Passed and currently being processed for Assent.

He said the House also demonstrated practical support for infrastructural development through the approval of the 2026 Appropriation Law.

"The House appropriated the sum of N1.729 trillion as against the N1.664 trillion initially presented by His Excellency, the Governor. This intervention was aimed at providing additional resources for critical projects and programmes that directly impact the lives of Deltans."

"Another significant legislative milestone was the passage of the Delta State Revenue Service Bill, 2026. The overarching objective of the Bill is to harmonise and improve revenue generation in the State, eliminate multiple taxation, and create a more business-friendly environment that will enhance the ease of doing business and attract investment."
"Aside from the consideration of Bills, the House also screened and confirmed nominees for appointment into the Delta State Civil Service Commission, Delta State Structure for Signage and Advertisement Agency, and Delta State Judicial Service Commission."

"In the same vein, the House equally considered and approved the Reports of the Auditor-General (State) on the Accounts of the Delta State Government for the year ended 31st December, 2024, and the Accounts of the Delta State Oil Producing Areas Development Commission for the year ended 31st December, 2024."

"Similarly, the House also considered and approved the Report of the Auditor-General (Local Governments) on the Financial Statements and Reports of the twenty-five (25) Local Government Councils in Delta State for the year ended 31st December, 2024."

Institutional Development and Legislative Innovation
The period under review also witnessed the establishment of the Post-Legislative Scrutiny Department in the Delta State House of Assembly.

The establishment and inauguration of the Department were facilitated by the Westminster Foundation for Democracy (WFD), a United Kingdom non departmental public body. The Department is designed to systematically monitor and evaluate the implementation and effectiveness of laws passed by the House, assess their impact on the daily realities of our people, and recommend legislative interventions where necessary.

He also revealed that Delta State is the second State in Nigeria, after Oyo State, to establish a Post-Legislative Scrutiny Department.

On Staff welfare, he said the House will continued to prioritise staff welfare and professional development and approval was granted for the training of all staff of the House and the Delta State House of Assembly Service Commission. Staff members were also sponsored to attend various professional conferences and capacity-building programmes relevant to their duties.

He appreciate the state Governor Rt. Hon. Sheriff Oborevwori, for the healthy synergy that continues to exist between the Executive and the Legislature in the overall interest of our people and Members for their unwavering support, cooperation, and dedication to legislative service.
