Delta Speaker, Guwor Inaugurates Post Legislative Scrutiny Units, Ministry of Justice

The Delta State House of Assembly, in collaboration with the Westminster Foundation for Democracy (WFD), has officially inaugurated Post Legislative Scrutiny (PLS) Units in the legislature and the Ministry of Justice.
The Speaker inaugurated the units during a brief ceremony at the State Assembly press conference complex in Asaba, Delta State.
The post-legislative scrutiny, whose aim is to strengthen legislative oversight and accountability and enhance the impact of laws passed by the state assembly.
The Speaker, who was ably represented by the leader of the House, Hon. Engr. Emeka Emmanuel Nwaobi said the initiative reflects the House's collective commitment to strengthening democratic governance, improving legislative effectiveness, and ensuring that the laws made truly serve the people of Delta State.
He said the post legislative scrutiny is a critical component of modern legislative practice, noting that lawmaking is only one aspect of our constitutional responsibility.
Guwor emphasizes that PLS is equally important in ensuring that those laws are effectively implemented, achieving their intended objectives, and responding to the evolving needs of our people.
He said, “Through the establishment of the PLS Department, the Delta State House of Assembly is taking a bold step toward enhancing legislative oversight, promoting evidence-based lawmaking, strengthening accountability in governance, and deepening public trust in democratic institutions."
He maintained that the PLS development also aligns with the broader vision of institutional reform within the Delta State House of Assembly, who are determined to build a legislature that is transparent, accountable, responsive, and comparable with the best parliamentary institutions across the world.
While he commends members of the House, management, and staff who have worked tirelessly to bring this initiative to fruition.
He also appreciates the Westminster Foundation for Democracy (WFD) for her vision and technical support for making the initiative possible.
Speaking separately, the state Attorney General and Commissioner for Justice, Ekemejoro Ohworiole, SAN, represented by the director of legal drafting, ministry of justice, Ekpemina Rita, reiterate the ministry's commitment to join hands in the progressive stride as a key institutional partner and the primary drafting authority in the state to ensure that the PLS Unit of the State House of Assembly achieves its purpose.
He added that the justice ministry is always ready and willing to provide all necessary technical support for the success of the project.
The Country Representative of WFD, Mr. Adebowale Olorunmola, lauded the Assembly for the inauguration of the PLS unit.
He, however, charged the speaker to use his influential office to ensure that PLS becomes institutionalized in the remaining 34 state Houses of Assembly across the federation, saying Nigeria needs a legislative culture where we don't just ask. .
